Across the top of the page there are links for all the info. It explains it so much better than I could and much more humorously too.

Briefly: Today is special. A woot-off happens every month or two. Usually they sell one item per day starting at midnight central time. When it is sold out, that is it until the next item is offered at midnight. During a woot-off, you get the status bar and flashing lights to show you how close to selling out it is. And they list a new item immediately and keep it up until they decided to stop. You won't get that on a normal day.
